Guideline 3.1.1 of the App Store Review Guidelines for Business and Payments states that apps that offer in-app purchases must use Apple's in-app purchase system. Developers who attempt to circumvent this rule by directing users to make purchases outside of the app or using alternative payment systems risk having their app removed from the App Store.
