Abstract—The configuration mechanism of IEC 61850
communication services bring convenience to information
exchange and may also present the problem if configuration
information of Intelligent Electronic Devices ( IEDs) which
belongs to different substations is separately updated. As a
possible solution to this problem, the surveillance and
synchronization system is presented based on control block
services tracking in this paper. A parameter synchronization
technology is implemented to generate the tracking report
message and to update the configuration information. The
proposed approach is tested using OPNET simulation, and the
results show that addition of configuration information tracking
messages has no effect on normal communication in substation.

I. INTORDUCTION
In power system, information exchange between
Intelligent Electronic Devices (IEDs) in one certain substation
or among multiple substations is frequent [1]. Reliability,
safety and efficiency of the information exchange process
become a critical problem.
The communication network is now considered a
important part of substation automation [2], [3]. The common
communication services in power system include Reporting,
Logging, Sampled Value (SV), and Generic Object Oriented
Substation Event (GOOSE). The format of message in each
communication mechanism is determined by its control block
instance [4]. The attributes of control block instance, namely
the configuration information of communication services, can
be set in the engineering design stage and can also be
modified online through the “SetCBvalues” service. This may
result in the failure of information exchange between devices
because the configuration parameters are not synchronous
after modification [5].
This paper proposes a surveillance and synchronization
system of communication service configuration information
with the method of control block service tracking [6].
According to this method, control block service tracking can
track the services which aim at online modifying the control
block attribute values dynamically and updating the central
configuration database. Meanwhile, the communication
services configuration information would be timely
synchronized to the IEDs which have information interaction
with the modified IEDs to achieve the synchronization of the
configuration information. This ensures the normal
communication between devices in the communication
network.
II. DEMAND ANALYSIS
Relay protection occupies an important position in power
system, and the interaction problem between two substations
usually exists in the wide-area relay protection. [7]Therefore,
the information sharing among stations is particularly
important. The substation upgrade brings some changes of
communication service configuration information, the changes
will cause problem that IEDs in power system cannot
normally interact with each other. We take the
interlocking between substations as an example to analyze the
information exchange problems.

Fig.1 is interlocking model of the line switch between
substations. The disconnector DS1 in substation 1 is
interlocked by the status information of grounding switch ES1
