Hazardous waste reverse logistics is a complex and extensive system. Currently, the hazardous waste recycling industry in China is still in its early stages, and reverse logistics specifically involves hazardous waste. There is still a significant gap compared to developed countries, whether from a legal perspective or in terms of the scale and technology of recycling enterprises. Therefore, in order for China to make achievements in the recycling and reuse of hazardous waste, it is necessary to pay attention to the relevant laws and regulations regarding hazardous waste and its unique characteristics. This article systematically analyzes the definition, types, existing issues, and recycling and reuse system of hazardous waste in China, as well as the reverse logistics recycling networks. It specifically analyzes three models of hazardous waste reverse logistics in China at present, namely: the unique third-party reverse logistics model, the enterprise alliance recycling model, and the enterprise independent recycling model. Due to the unique advantages of the independent third-party reverse logistics recycling model, this article conducts a systematic analysis around this model and constructs a model on how to plan the network for this model, verifying its feasibility and accuracy in 31 key cities nationwide, and also conducts Witness simulation analysis based on the recycling and reuse process of beverage packaging waste internationally.
