0 引 言
原神华集团物资主数据标准化建设工作开展以
来，制定了一套完整的物资主数据标准化体系，该
体系包括物资分类标准体系 （物资分类、属性模板
和编码规则
[1]
） 和标准管控体系 （管理组织、流
程、制度及管理平台）。通过 ERP 及 SRM 等物资
管理信息化系统不断深入推进，物资主数据标准
化得以广泛应用与推广，物资分类标准体系得到
充分的验证，并不断优化完善，形成了当前 33 个
大类、358 个中类、2 655 个小类、2 655个属性模
板，截至 2017 年年底，物资编码数据库已达 120
万条。2017 年 8 月，经党中央、国务院批准，中
国国电集团公司与神华集团有限责任公司合并重
组

。重组后的国家能源集团资产规模超过 1.8 万
亿元，拥有 33 万名员工、8家科研院所、6家科技
企业，形成煤炭、常规能源发电、新能源、交通
运输、煤化工、产业科技、节能环保、产业金融
8 大业务板块，是世界最大的煤炭生产公司、世
界最大的火力发电生产公司、世界最大的可再生
能源发电生产公司和世界最大煤制油、煤化工公
司

。如此体量的集团企业，管理涉及的物资专业
范围更广、品种更复杂、数量更庞大，管理难度
加大。随着集团公司内部深度整合，物资管理体
系改革创新不断深入，以及各专业设备、材料等
物资快速发展更替，当前的物资主数据标准化体
系在使用过程中也存在一些问题与不足，与集团
公司“全力打造具有全球竞争力的世界一流综合
能源集团”的要求不相匹配

理水平、实施低成本战略的需求不相适应。如何

摘 要：介绍了国家能源集团物资主数据标准化工作存在的问题与不足，分析具体原因，提出优化
完善物资分类体系、建立清理机制、强化标准管控体系、推进业务标准化等思路建议，进一步提升
物资主数据标准化管理水平，为重组后的国家能源集团物资管理全面提升奠定更坚实的基础。

Discussion on master data standardized management and upgrading of goods and
materials in National Energy Group

Abstract: The paper mainly introduced the problems and shortages existed in the master data standardized management and
upgrading work of the goods and materials in National Energy Group and analyzed the certain causes. The paper provided the
optimized and improved classification system of the goods and materials，the establishment of the clean mechanism， the en⁃
hanced standard management system，the promoted business standards and other idea proposals in order to further upgrade the
master data standardized management level of the goods and materials and to set up the solid base to the full upgrading of
the goods and materials management after the reorganization of National Energy Group.
