1. Background
This document was drafted by TC 57 WG 17, Communication systems for Distributed Energy Resources
(DER). It follows the initiative launched in 2012 (initiated through documents 57/1310/DC and 57/1335/INF).
This activity had been frozen for many months due to the absence of suitable experts, but finally and recently
it has been re-launched.
2. Action
This document includes a draft of the future IEC TR 61850-90-6. It is circulated in order to get a first feedback
on the technical requirements as input for further modelling activities.
In addition TC 57 has agreed to set up a joint ad hoc group (JAHG 51), with TC 38, which is going to produce
its report by the end of October 2015 and the contents of which will be merged into a second release of this
current IEC TR 61850-90-6 report, as agreed in the terms of reference of the JAHG 51. (See minutes of the
TC 57 plenary meeting in Tokyo, in November 2014, reference 57/1540/RM, item 13).
Then a next DC release of IEC TR 61850-90-6, will take place resulting from the feedback from this first
review process, and from the merging of the TC 38 / TC 57 JAHG 51 report.
The TC 57 P-members are invited to submit comments on the draft attached to the IEC electronic voting
system
by 2015-10-09 at the latest

Note
This first DC report IEC 61850-90-6 is published as first step to validate the main requirements to consider
as input for modelling. It will be followed by a second release resulting from the merge with the work
coming from the joint Adhoc group formed between IEC TC57 and IEC TC38 as explained below.
This second release will also de facto be completed by a modelling proposal (excluded from this first DC
release). At the current stage the corresponding sections of the report are left empty.
Reminder : Work breakdown split proposal between TC57 WG17 and TC38 WG46 :
TC57 WG17 (61850-90-6) will embrace all data modelling issues (extensions of existing
LNs, creation of new LNs – hosted within the IEC61850-90-6 namespace), while TC38
WG46 will focus on the usage of IEC61850-90-6 in the specific context of Fault Passage
Indicators standard (especially will define the profile of usage of 61850-90-6)
In order to proceed, both TC57 and TC38 have agreed to set up a joint adhoc group
(TC38/TC57 JAHWG51) to gather requirement and modelling proposals from the on-going
IEC 62689 series on Fault Passage Indicators, to be included in a next release of the
current 61850-90-6 report DC.
Finaly, the IEC 61850-90-6 report will focus mostly on data modelling rather than communication protocols.
However specific requirements for distribution automation may be raised and forwarded to the ongoing
work IEC 61850-90-12.
The report will clearly state what is required in addition to the existing namespaces of IEC 61850
Other domains, initially included in the scope of this document such as micro-grids, may be the scope of
further reports
