Implementation of Early Warning System for Technical Barriers to
Trade based on Multi-Agent and Ontology

Abstract
According to the urgent demand for exports of technical barriers to trade early warning and prediction in the
presence of technical difficulties, we propose TBT early warning technology of multi agent and Ontology
prediction system based on the design scheme, and gives the key technology to realize the. In this paper, the key
technologies of the implementation of multi-agent system are studied deeply, from the developer's perspective,
discusses the development environment, development method selection, multi process and multi thread mode,
realize the reliability of communication and layered structure etc.. The concepts and methods of ontology have
received great attention in the fields of knowledge engineering and knowledge management, and have been
widely used. We introduce its background and related concepts, methods, and the current research situation, and
make a prospect for its future development.

1. Introduction
According to the WTO's "technical barriers to trade agreement", technical barriers to trade to national
security or the protection of human health and safety, animal or plant life or health, protect the environment and
prevent fraud as a reason to trade protectionism for the purpose of the provisions of technical regulations,
standards, packaging, labeling, certification, inspection and quarantine procedures. Some special technical
conditions are set up to set barriers for other countries to enter their own markets freely. TBT types, including
technical regulations, technical standards barriers, quality certification barriers, packaging and labeling and
green barriers, inspection procedures and inspection procedures, barrier system of units of measurement barriers,
barriers such as bar code.
With China's accession to the WTO and the acceleration of economic globalization and trade liberalization,
TBT has become the main factor to stop China's exports, and it is also increasing year by year. According to
statistics, in 2006, 60% of China's export enterprises were subject to foreign TBT restrictions to varying degrees,
about 45 billion U.S. dollars of exports were affected.
Under the influence of foreign TBT, one of the main reasons that our products are blocked, the enterprises
are limited and the economy is damaged is that our country's information is not sound. Therefore, the
establishment of early warning mechanism of foreign TBT, timely collection and tracking of foreign technical
barriers and green barriers measures related information. As is known to all, there are many kinds of export
products in china. Due to the different technical level and different ideas, different countries generally have
great differences, and these differences are in constant change. At the same time, TBT also has dual nature,
complexity, concealment, flexibility and universality. Because of these reasons, it is difficult to realize the
prediction work of TBT. Because of this, the domestic practical, efficient, timely and accurate TBT early
warning and forecasting system has not yet produced.
Aiming at the problem of the urgent needs of our export products TBT prediction and its implementation
on the proposed early warning forecasting system and multi-agent based on Ontology technology, and gives the
key technology to realize the. The system has the functions of automatic collection and classification of TBT
related documents.
