Abstract: In the 21st century, the rapid development of high technology and the globalization of the market economy have led to unprecedented fierce competition among enterprises. This competition ultimately boils down to the competition for talent. Those who can effectively manage and develop human resources will be able to master the productivity of the knowledge economy era. This paper discusses the necessity and feasibility of implementing a web-based human resource management system. Firstly, it elaborates on the theoretical knowledge of the importance, basic principles, development trends, and some major characteristics of human resource management in the new era. It analyzes the necessity and feasibility of establishing a web-based human resource management system, and then conducts a demand analysis and system design for human resource management systems, exploring the development methods and implementation technologies of human resource management systems. The paper provides an example of the development of a web-based recruitment management system. This example implements some of the main functions of recruitment management, including job position management, talent pool management, and application resume management. Not only can it replace some tedious work in daily recruitment management, but it can also make full use of Internet/Intranet to quickly collect and publish information, providing a good idea for the development of web-based human resource management systems.
